CDBG and HOME Programs

  • CDBG 2011-2012 Quarterly Report Form

    The following material is available for public review regarding the City's Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs. These are federal programs through which the City receives funding to carry out affordable housing and other activities, which benefit low-income persons.

  • Consolidated Plan
    The City of Mountain View has completed the 2010-2015 Consolidated Plan, which outlines the needs of the community's low income population and provides a five-year plan of how the City's Federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Program funds will be used to address the identified needs. Preparation and adoption of a Consolidated Plan is required in order for the City to continue receiving CDBG and HOME funds.

    Action Plans
    The Action Plan is a one year plan which describes the programs, projects and activities to be undertaken to address Consolidated Plan goals and objectives. The Fiscal Year 2010-11 Draft Action Plan has been incorporated into the Draft 2010-15 Consolidated Plan.     Consolidated Annual Performance and Evaluation Report (CAPER)
    Annual report which describes the City's low-income housing and community development activities carried out during the fiscal year to address the Consolidated Plan needs. CAPERs are available for Fiscal Years 1995-2009.

    The Citizen Participation Plan
    Outlines the process for citizen involvement in the preparation of the Consolidated Plan and the holding of public hearings involving the Federal Community Development Block Grant (CDBG) or HOME Investment Partnership (HOME) Programs.

    HUD Review of Consolidated Plan
    Department of Housing and Urban Development Letter Regarding City of Mountain View Consolidated Plan.

    HUD Annual Community Assessment for each of the Program Years Listed Above
    HUD's assessment of the City's performance in implementing the annual Action Plan objectives and meeting the goals of the five-year Consolidated Plan.
    Annual Community Assessment for the 2005 Fiscal Year. 

    Analysis of Impediments to Fair Housing Choice 
    Identifies potential barriers to fair housing choice and steps the City will take to minimize or eliminate those barriers per Section 808 (e) (5) of the Federal Fair Housing Act.
    The Draft 2010 Analysis of Impediments to Fair Housing Choice (AI) is now available for a
    45-day public review and comment period from October 26, 2010 through December 10, 2010.

    Section 3 Affirmative Action Plan
    Outlines the responsibilities of activities receiving CDBG or HOME funds, for carrying out the requirements under Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701 u) pertaining to employment opportunities for lower income persons and disadvantaged businesses.

    Section 504 of the Rehabilitation Act of 1973
    Self-Evaluation and Assessment of Accessibility regarding compliance with Section 504.

    Affirmative Marketing Policy

    Policy regarding the marketing of CDBG or HOME funded affordable housing.

    Minority Business Enterprise (MBE) Reports to HUD for each Fiscal Year
    Annual HUD reporting requirement regarding contracts provided to small, minority or woman owned businesses.

    Semi-Annual Labor Standards Enforcement Reports for the Past Five Fiscal Years
    HUD required report regarding all construction projects covered by the Federal Labor Standards (Davis-Bacon Act, Copeland Act, Contract Work Hours and Safety Standards Act).
