The Planning Division reviews private and public development applications for conformance with City plans, ordinances and policies related to zoning, urban design, subdivision and CEQA. The review process includes review of preliminary plans, the consideration of public input at the Development Review Committee, Zoning Administrator, Environmental Planning Commission, and the City Council.

Review Bodies
Environmental Planning Commission (EPC) - The EPC consists of seven appointed members of the Mountain View community who make recommendations to the City Council on Precise Plan, General Plan, and Zoning amendments.
Zoning Administrator (ZA) - The ZA makes recommendations to the City Council for large development projects and is the final decision maker for Conditional Use Permits, Variances, and Planned Unit Developments with a Parcel Map.
Development Review Committee (DRC) - The DRC consists of the Deputy Zoning Administrator and two professional consulting architects. The duties and responsibilities of the DRC are to review the architecture and site design of new development and improvements and provide applicants with appropriate design comments.
