Since January 2009, the City has been tracking and reviewing the nearly unprecedented new federal stimulus bill, the “American Recovery and Reinvestment Act (ARRA)” (for more information visit: www.recovery.gov) funding options, process, and requirements. As of the end of Fiscal Year 2008-09, the total amount the City is directly estimated to receive is $1.87 million. These allocations are established by the legislation that distributes the funding according to existing Federal guidelines and formulas (such as per capita). The City continues to track all categories of funding eligibility for opportunities. The allocations and actions are summarized below:
1. Community Development Block Grant Funds (CDBG): This is distributed by formula according to the existing CDBG formula used in 2008 (Section 42 of the U.S. Code, 5301, et seq.). The amount the City will receive is $183,900. The funds will be used toward existing CDBG projects. The required amendments to the FY 2008‑09 Action Plan for inclusion of these funds was approved at the May 19, 2009 City Council meeting.
2. Highway Infrastructure Funds: The amount the City will receive is $851,000 (Tier 1 and Tier 2 ARRA funds). The funds will be used for the road resurfacing (approved at the February 24, 2009 City Council meeting). All the preliminary engineering documents for the pavement resurfacing project have been submitted to Caltrans.
3. Edward Byrne Justice Assistance (JAG) Grant: This is a formula-based amount of $133,126 (less fees to Santa Clara County) for a net of $110,495. The funds will be used for Police Department activities for proactive problem-solving and Police operations to prevent and control crime (approved at the April 7, 2009 City Council meeting).
4. Energy Efficiency and Conservation Block Grants (EECBG): The City's allocation is $719,000. The funds will be used for home energy audits, installing LED retrofit lighting fixtures at the Cuesta Tennis Center courts and to replace turbines at Shoreline (approved at the May 19, 2009 City Council meeting).
